Microsoft's open source Windows Installer XML project.
Huh? Microsoft embracing open source? Well, do note that this is something that creates Microsoft setup packages, so there's little altruism here. As someone noted in the Slashodt post about this:
.. now it will be easier to create software that will install on ms, so why bother learning the complex and difficult rpm or deb formats, ms install is right there, complete with 10 different free guis to setup.
The initial developer has a blog entry about it.
