LDAP DSA unwilling to perform

Hi,I encountered in my LDAP system while performing and 'add' operation : the "Insufficient 'add' privilege to add the entry 'v=1,r=10,ou=p,ou=d, dc=pi; DSA is unwilling to perform(53)'" problem. I've found out that one of the causes could be excessive consumption of resources or violates the policy of an Administrative Authority(AA).
But what resources is it referring to or what violation of (AA) is it referring to?
The thing is after an hour later, the problem dissappeared and everything resumed normally.
Anyone with any documentation or write-up or information regarding my questions? Thanks in advance.
