The concept here is that ip addresses are rated as to the likelihood that they will send spam. A spam filtering system would apply a higher initial weight to any mail originating from a site with a "bad" reputation. This type of score based approach makes much more sense than outright banning, and can learn that (for example) that while site xyz was once a zombie under the control of spammers, recent mail hasn't looked at all like spam and therefore its reputation could be polished up a bit.

The major open source reputation system is GOSSiP. SpamAssassin can feed spam/not spam data back to a GOSSiP server. It's all very newish right now, but the concept of a community of such servers sharing spammer information with each other could someday lead to something very powerful.
