Effectivly, a bar code that links to a web page. Some camera phones have this ability, see http://semacode.org/

Remember the cuecat? That was a bar code scanner that you were supposed to use while reading magazines. That died a well deserved early death, but perhaps this makes a little more sense. If it were widely adopted, and if all phones started having this ability, it might even be useful: not for advertising so much as to provide useful information about where you are, what you are looking at, etc. However, with camera phones being banned in more and more places,this may never take off.
